As missing children are particularly vulnerable to victimization – from sexual exploitation to trafficking and even murder, this presentation takes a closer look at the investigation of missing and runaway juveniles from the initial report to closure. This Presentation is catered to Law Enforcement, L/E partners, Child Protection Services, and allied and contributing agencies that are invested in Juvenile High-Risk Victims. This course will highlight the response and responsibility of Police and the role of the primary Investigator. Investigative strategies, tools, and tips will be presented, as well as legal definitions and policies, and the use of social media. A case study of a runaway juvenile who was subsequently murdered will be presented to highlight these components. The Case Study will also cover the subsequent Investigation by multiple agencies and departments leading to the arrest, conviction of those responsible.
Now that we have detailed and identified our High Risk Victims, this course of instruction will detail the most effective avenues to locate, recover and assist these victims. In-depth instruction will highlight the collaborative response needed from Police, Investigators, Child Protective Services, Child Advocacy agencies, prosecutors and allied/affiliated agencies. The CART team model will be detailed as well as role-play, case study and an overview of forensic interviewing and aftercare services.
This course will highlight the Initial and advanced response to Juvenile victims of Human Trafficking. Through an in‐depth look, we will explore the complex exploitation that victims endure and their pathway to victimization. Participants will meet the victims, the traffickers, and the buyers and learn how the trafficking business model works. Focus will be given to the challenges to victim identification, and examples of recovery methods will be given within all disciplines. Thel High‐Risk Victim (HRV) recovery model will be explained. Additional Topics will include identification, recovery strategies, Offender arrest strategies, and developing a trafficker profile. The Dallas HRV Model, as well as the Montgomery County Police HRV Model used with US Marshall Service will be presented.
In June of 2020, we initiated the MCP Focus Group to address social/racial injustices as they relate to Police Officers. This weekly meeting of officers, civilian employees, and the Law Enforcement community gathers in efforts to better educate, equip, understand and implement social change among ourselves, our families, and the communities we serve as peace officers. This was largely developed because as a Father, a Husband, a Teacher, Coach, Mentor, and A Black Man that also happens to be a Police Officer, I had eternal questions as to how I should feel, think and respond to these incidents not only across our country, but here in our communities. In the belief that I was not the only one with these concerns, we decided we could not sit quietly and imply that the incidents in Louisville, Minneapolis, Atlanta, and all over our country during the past year(s) have not affected us.
To date, these sessions have served over 100 officers to include our Chief and Assistant Chiefs of Police, Officers of varying rank and positions, Montgomery County Council members, NCJTC staff, and our Emergency Communications Center. The group is multi-cultural, and inclusive to those that choose to attend. This series of lectures/discussions is designed to address, question, and examine in an honest and direct way, how we as Officers are affected by these incidents. Sessions have run the range of emotions from tears, anger, and laughter and we encourage honest, non-judgmental conversation with the understanding that we can agree to disagree! The goal is to not only identify our “solvable issues”, but to work to solutions in training, administration, implementation, and developing a mindset as to how we can have a warrior’s mentality but remain peacekeepers.
